About MAIF

Morocco AI Federation (MAIF) is an emerging, independent, non-profit federative initiative, under structuring — Constitution process envisaged in accordance with Dahir No. 1-58-376 regulating the right of association, final legal architecture subject to collective validation by the founders.

Why create MAIF now?

Morocco's AI ecosystem is rich but fragmented. Associations, professionals and communities need light coordination that preserves autonomy while enabling a credible collective voice.

Join the founding coalition

MAIF aims to federate legally constituted AI associations, AI professionals and researchers, as well as active professional communities in Morocco, around a common objective: structuring the ecosystem, facilitating coordination and accelerating useful, responsible and measurable adoption of artificial intelligence.

MAIF does not sell services, does not award contracts and does not claim any monopoly. Its role is to qualify needs, disseminate opportunities transparently to its members and facilitate dialogue between the ecosystem and relevant public institutions.

Final legal architecture, composition and rights of colleges: subject to collective validation by founders and legal verification during the Constitutive General Assembly.

Why a National Federation?

The fragmentation of Morocco's AI ecosystem limits collective visibility, coordination between stakeholders and the ability to engage in structured dialogue with the public institutions involved in artificial intelligence and digital transformation.

MAIF proposes to create a light coordination layer, respectful of each association's autonomy, to:

  • Make the real, qualified AI offer visible;
  • Facilitate collaboration between associations and professionals;
  • Constitute a credible collective interlocutor, without substituting itself for member associations;
  • Contribute to responsible and useful adoption of AI in the economy and public services.

Founding Associations & Membership

MAIF's founding coalition is envisaged around three priority constituents, who will be invited to co-define the project:

1. Legally Constituted AI Associations

Moroccan associations declared in accordance with Dahir 1-58-376, active in AI and digital. They constitute the institutional pillar of the federation. Each association retains its identity, members, governance and full autonomy.

2. AI Professionals and Researchers

Professionals, researchers, academics and experts with proven AI activity (research, teaching, development, deployment, integration). Contribution of expertise and participation in thematic commissions.

3. Professional Communities

Communities of practice, collectives and active networks, regularly organizing activities, knowledge sharing and professional mutual aid.

Membership terms, rights and obligations, as well as the final composition of colleges, will be decided collectively during the constitutive GA. No definitive membership is open before obtaining the filing receipt.

Value for Members & Ecosystem

MAIF aims to bring concrete and non-exclusive value to its founders:

For Associations

Non-exclusive collective representation + immediate visibility: your association listed as a co-founder on maif.ma, a qualified directory with your areas of expertise, agenda coordination to avoid duplication, one joint founding press release with your logo, facilitated dialogue with the Ministry of AI. Written charter: no appropriation of your members, contacts or budget. You keep everything.

For Professionals & Researchers

Access to a qualified inter-associative network, participation in thematic commissions, sharing of deployment feedback, visibility of skills.

For the Ecosystem

Mapping of real offer, collection of business and administration needs, promotion of practical standards for responsible adoption, contribution to market structuring.

Institutional Cooperation & National Contribution

MAIF is not an emanation of the State and does not claim any official recognition at this stage. It proposes, on a contributive and voluntary basis in its founding phase, to contribute to national priorities in artificial intelligence and digital transformation.

Envisaged contributions, without public financial commitment:

  • Qualified mapping of Moroccan AI offer (associations, professionals, communities);
  • Observatory of real needs of companies and administrations in AI (anonymized field feedback);
  • Facilitation of public-private dialogue on responsible adoption;
  • Sharing of best practices and deployment feedback.

First proposed deliverable, without public financial commitment: A preliminary directory of participating AI associations and their areas of expertise — a qualitative mapping built from expressions of interest, shared with founding members and offered on a contributive basis to the relevant administrations. Objective: make the existing offer visible without claiming to be exhaustive. Second deliverable (30 days): Summary of companies' field needs — 20 anonymized interviews, shared with the founders.

Modest and realistic institutional request: An initial 30-minute exchange with the administrations and public institutions in charge of AI and digital transformation, in order to understand their priorities and present the structuring process under way.

No partnership, support or public funding is acquired or claimed at this stage.

Governance & Independence

MAIF's governance will be defined collectively by its founders during the Constitutive General Assembly, in compliance with Dahir 1-58-376.

Principles proposed for founders' discussion:

  • Collegiality and limited concentration: Mechanisms to prevent domination by a small number of actors;
  • Autonomy of member associations: Each association retains its identity, governance and budget;
  • Transparency: Register of interests envisaged, mandatory declaration of interests;
  • Independence: Recusal clause envisaged in case of a direct conflict of interest on a matter under deliberation;
  • Non-attribution: MAIF never designates a single provider. It disseminates opportunities to its qualified members; the requester chooses freely.

Composition of Board, Bureau, mandates, voting rights: points open to founders' deliberation. No permanent position is pre-assigned.

Founding Roadmap

  • Step 1 — Mobilization: Identification of and exchanges with interested AI associations, professionals and communities;
  • Step 2 — Founding workshops: Co-definition of the vision, the colleges and the governance principles;
  • Step 3 — Constitutive GA: Adoption of the statutes, election of governing bodies, filing mandate;
  • Step 4 — Administrative filing: Filing with the prefecture of the head office location in accordance with Article 5 of Dahir 1-58-376 — obtaining the provisional and then the final receipt;
  • Step 5 — Operational launch: Qualified directory, thematic commissions, first institutional exchanges.

Indicative calendar, subject to founders' availability. No office, salaried team or institutional partnership is established at this stage.
